   "text": "For a householder here, an air quality management area changes very little day to day. It is a measure of the air, not a set of new rules, so it does not restrict building work, parking, fuel or driving on its own. The area covers Keynsham High Street, from Old Vicarage Green in the north to the Town Hall car park in the south, along with parts of adjoining streets: Temple Street, Bath Hill as far east as Back Lane, Charlton Road as far west as number 13 including the Ashton Way junction, and Station Road including the buildings on the west side of the bypass. It was drawn up because nitrogen dioxide there has been above the national annual average objective of 40 micrograms per cubic metre. If the designation goes ahead, the council would need to produce an action plan setting out how pollution will be brought below that objective. That plan is aimed at the council rather than at individual households, and it does not create new duties for anyone who owns a home in the zone. Before starting any building work, the ordinary planning and building rules apply as they would anywhere else in Keynsham; the designation itself adds no extra steps.",
